For some years the Ukrainian capital markets have been held back by a lack of activity and liquidity, due to major gaps and inconsistencies in the underlying legislation.

A new law comes into force this Summer and aims to restart the Ukrainian capital markets, bringing legislation in line with EU capital markets laws. The creation of the National Investment Fund could also have a transformational impact, preparing key state-owned enterprises for initial public offerings.

We bring together a panel of respected capital markets practitioners and key officials to debate whether the measures being taken are enough to stimulate the emergence of Kyiv as a regional financial centre.

    • Outlining the structure and goals of the National Investment Fund
    • The vision for the Fund to prepare State-owned Enterprises for domestic listings and to develop and grow the local capital markets
    • Key aspects of the new law on Ukrainian capital markets reform
    • Building the necessary financial infrastructure to develop the domestic capital markets in Ukraine
    • Will Ukrainian government bonds regain the popularity they enjoyed amongst foreign investors pre-pandemic?
    • Can the blue-chips and quasi-sovereigns be tempted to issue domestic bonds as well as Eurobonds?
    • How to address both supply and demand in order to build vibrant and deep capital markets
    • Will there be a consolidation of stock exchanges?
