Introduction

For some years the Ukrainian capital markets have been held back by a lack of activity and liquidity, due to major gaps and inconsistencies in the underlying legislation.

A new law comes into force this Summer and aims to restart the Ukrainian capital markets, bringing legislation in line with EU capital markets laws. The creation of the National Investment Fund could also have a transformational impact, preparing key state-owned enterprises for initial public offerings.

We bring together a panel of respected capital markets practitioners and key officials to debate whether the measures being taken are enough to stimulate the emergence of Kyiv as a regional financial centre.
